Kumpulan Perangsang Selangor Berhad (Perangsang Selangor) was established on 11 August 1975 and listed on the Main Board of Bursa Malaysia Securities Berhad on 22 July 2003. The major shareholder of Perangsang Selangor is Kumpulan Darul Ehsan Berhad (KDEB), which holds 60.7% equity interest. Perangsang Selangor is geared to become a global infrastructure and water utility player in an endeavour to strengthen its earnings base and enhance shareholder value. Perangsang Selangor holds strategic stakes in major water supply and water related companies namely, Konsortium ABASS Sdn Bhd (ABASS) 100% via Titisan Modal (M) Sdn Bhd, a 90.8% owned subsidiary of Perangsang Selangor and Syarikat Pengeluar Air Selangor Holdings Berhad (SPLASH) 30% via Viable Chip (M) Sdn Bhd, a 100% owned subsidiary of Perangsang Selangor. ABASS has a 30-year concession in the privatisation of the Sungai Semenyih Water Supply Scheme, which has a design output capacity of 545 million litres per day (MLD). ABASS produces and supplies treated water to SYABAS, which in turn distributes the water to over 2 million households in the southern part of Selangor, Kuala Lumpur, Putrajaya, Cyberjaya and new development areas in Sepang.
SPLASH holds a 30-year concession to undertake the operations and maintenance of the Sungai Selangor Water Supply Scheme Phase 1 (SSP1) – (950 MLD) water treatment plant as well as to design, construct, operate and maintain the respective water treatment plants and a dam under the Sungai Selangor Water Supply Scheme Phase 3 (SSP3) – (1,050 MLD). SPLASH produces and supplies treated water to SYABAS which in turn distributes the water to households in the northern regions of Selangor and Kuala Lumpur.
Perangsang Selangor is well positioned to be a full-fledged water utility service provider in both upstream and downstream activities. Being a water utility operator, contractor and service provider, it is envisaged that Perangsang Selangor will be transformed into a major water player in the country in the near future. Perangsang Selangor has also been looking into new areas of investments whilst rationalising existing investments. The new investments acquired recently are liquefied petroleum gas and prepaid mobile virtual network operator.
Perangsang Oil and Gas Sdn Bhd, wholly owned subsidiary of Perangsang Selangor; signed a Subscription and Shareholders’ Agreement with NGC Consolidated Holdings Sdn Bhd and NGC Energy for investment in LPG business via an acquisition of 40% equity stake in NGC Energy Sdn Bhd.
Perangsang Telco Sdn Bhd, another wholly owned subsidiary of Perangsang Selangor; signed an Investment and Shareholders’ Agreement with Friendi Group, Dubai/Oman as a Mobile Virtual Network Operator (MVNO) in Malaysia to provide prepaid mobile voice and data telephony services to customers using the network of a local mobile operator. The business is acquired via an acquisition of 30% equity stake in Ceres Telecom Sdn Bhd.
