In the early 90’s, the Terengganu State Government has launched a program called Skim Latihan Sambil Bekerja (SLSB), On-Job Training Scheme, to the local youth, local young women to expose various aspects of employment and thus provide opportunities to enhance social status.

The program has a good impact in an effort to reduce unemployment among the youth. As a result, the State Government to establish a skills-based training to provide more formal training opportunities and organized the local youth. On 14 September 1996, the Pusat Pembangunan Kemahiran Negeri Terengganu (TESDEC), Terengganu Skills Development Centre (TESDEC) was established.
