SDSI Program starts driven in the Sixth Malaysia Plan (RMK-6) in 1992. At first it was known as the Satu Kampung Satu Produk (SKSP), One Village One Product, took inspiration from the success of the One Village One Product Programme (OVOP) in Oita Prefecture, Japan. SKSP was implemented by the Ministry of Agriculture, Ministry of Rural Development and Handicraft Development Corporation at that time in efforts to develop small-scale industry, handicrafts and food-based products and agricultural products.

In 2002, the government has agreed SKSP Program modified the name of a Satu Kampung Satu Industri (SKSI), One Village One Industry, and then again in 2003 the concept was modified the Satu Daerah Satu Industri (SDSI), One District One Industry, with the basic goals of development and more area in terms of manpower and resources of a viable and sustainable. Actual implementation of such programs has been running well and achieving OVOP success as in Japan, OTOP (One Tambun One Product) in Thailand approach to eradicating poverty. Similarly in the Philippines through OTOP is a program created by the Philippine government to eradicate poverty, increase the level of entrepreneurship and create jobs for locals. On December 8, 2004, the Cabinet decided the SDSI program strengthened to set up the signs that serve to National coordinate and monitor the implementation of the signs and ICU JPM has been given the role as the main coordinator of this program.
