
During the last fifty years since the adoption in 1948 of the Universal Declaration of Human Rights, the international community has made some important advances in the fight against racism, racial discrimination, xenophobia and related intolerance. National and international laws have been enacted and numerous international human rights instruments, particularly a treaty to ban racial discrimination, have been adopted. Progress has been made -witness the defeat of apartheid in South Africa. Yet, the dream of a world free of racial hatred and bias remains only half fulfilled.

BERSIH bermula dengan penubuhan sebuah Jawatankuasa Bertindak Bersama bagi reformasi sistem pilihanraya pada Julai 2005. Objektif gabungan yang ditubuhkan ialah untuk mendesak sebuah reformasi dalam proses pilihanraya di Malaysia.
BERSIH dilancarkan secara rasminya pada 23 November 2006 di Parlimen Malaysia. Ia dihadiri oleh pemimpin-pemimpin parti politik, kumpulan masyarakat dan NGO, termasuk Presiden PKR, Dr Wan Azizah Wan Ismail; Naib Presiden PKR, Sivarasa Rasiah; Setiausaha Agung DAP, Lim Guan Eng; Setiausaha Publisiti Pusat dan Ahli Parlimen Seputeh, TereseKok; Timbalan Presiden PAS, Nasharudin Mat Isa; Ketua Pemuda PAS, Salahudin Ayub; Setiausaha Agung PSM, S. Arutchelvan; Presiden Kongres Kesatuan Sekerja Malaysia (MTUC) Syed Shahir Syed Mohamud; Pengarah Eksekutif WDC, Maria Chin Abdullah dan Pengarah Eksekutif SUARAM, Yap Swee Seng.
